why does my idiot pit crew stick on slick tires when its raining ?

Use the tyre menu whilst on track to make sure you get the tyres you want at the next stop.

ok i might be blind as a bat but i have looked for such a menu in the last race and did not find it aside from at the start of the race in the garage

It's on the D-pad whilst you're on track, like how you change the fuel mix. Press down on the D-pad and then you get the tyre options for your next stop.
