It was something we looked at, but in the end we didn't have time to properly implement it.
in addition, there are a few licensing obstacles (as ever). The race cars in forza (audi R8, for example) aren't paintable. it's certainly something we've got in mind for next-gen though.

i can only see the point of a customised paint job, so that others can see it. And the only way that would happen, would be in online racing. Then each player would have to download any new paint sets of other players before joining a game?
correct me if i'm wrong about this (probably) |

yes- all players would have to download any custom paints, and this is probably why forza works the way it does with set shapes that are stretchead an layered. There's less data to shift for,a bunch of numbers (Layer, shape ID, colour, position X, Position Y, size X, Size Y, Rotation, tilt X, Tilt Y) than a bitmap texture- as the shapes/decals themselves are stored locally on the game disc.
but anyway- this isn't something that's going to be in TRD3, but is something that we're hoping to do in future games.
