I may have missed this somewhere else, but where do you get the lvl 15 hunter quest from?

a hunter trainer should give you the quest..

Your hunter trainer will start you out on it, then you'll be sent to the person who will start the instance.

A tip for you, pick up the 'Wolves in the Old Forest' quest nearby before you start your instance. There are enough wolves in the instance to finish that quest before you target the one you're supposed to be getting

A brilliant piece of advice indeed. I'm half a level away from my hunter quest so time to pick up the other one first

but as a plus point, I found out if you die in the Barrow Downs and get popped out in the Old forest, there are still plenty of wolves around
