Shader error

Hello.
My problem is strange. I had fuel installed and was playing it. Had to reinstall OS - Win 7. reinstalled Fuel and I now get an error message that says shader load error and I have to exit game. This has not happened before. Any help please. I've searched around and not found any real solution.
Have installed latest drivers etc.

duel core intel 2.6ghz cpu, 2gb ram, gigabyte hd2600 graphics card.
the game used to work fine.

Maybe it's your DirectX version. You can see what version you have by running DXDiag. Just search for dxdiag using the search feature in the start menu. I'm not sure if this is the problem though.

I have dx11 or that's what it says. Have reinstalled all drivers after a clean removal and made sure were newest release. Will restart windows and try again.

Well the only other thing I could think of is an old video card, but you certainly don't have an old video card. Mine is older.

I'm not an expert on this and Codemasters ain't gonna help ya.
