Winter-Storm
Anyone else noticed that Winter-Storm Trait is not working at all? If I understood the description correctly it is suppose to stun the enemy with any Fury of Storm spell when the target is under the effect of Chilling Rhetoric (35% chance)
I have tested it on few different types of enemies about 50 times and it have NEVER stunned any of them. |

I have had the same results as you, I think its broken for the time being.
Heres a US forum thread where its been picked up too -->http://forums.lotro.com/showthread.php?t=190681 Currently, The debuff from Chilling Rhetoric, is removed as soon as you hit any of the Fury of the storm skills, before the damage is applied. Bug report it, and hopefully it will get fixed in an upcoming patch.
