As far as i know it is bound to Heal skill, just like WFs regen bound to Repair. If you don't have enough ranks in Heal, even my bard not regen hp fully.

But let's see what more veterans will say.

The amount of HP you heal at a shrine is based on the highest heal skill within the range of the shrine. (with WF its based on repair skill).

yup it's your heal skill that determines amount of HP regained.

Heal is passively used to determine the number of hit points that are regained at rest shrines. The number of hitpoints regained at a shrine is determined by the highest heal skill of any nearby ally (thus, it is helpful for Clerics or other high-Wisdom characters to stand in rest shrines when someone else is using them).

The exact formula is: 10 + 3 * (level + maximum score in heal of a nearby party member). Note that this does not apply to warforged, who rely on the repair skill.

Yes to be exact I meant your heal skill (assuming if no-one else is at the shrine with you).
Otherwise you take the highest heal skill of a nearby party member.

Thats strange I have been playing for more than 20 months and I suddenly realize that..My highest levels were a ranger and a cleric and I probably was used to an high heal skill level without noticing it..But now when I start new alt they of course for most of them do not have such an high heal (WIS) level..maybe its good to have some skill bonus item to equip before shrining then..
