Game in ultra fast forward on XP64 machine. Fix?

I just loaded Toca 3 on to my computer after a new install and the game is in ultra fast forward to the point that it's unplayable. Are there any fixes for this?

My computer:
XP Pro 64-bit
AMD 4400 x2
ASUS A8N-SLI Deluxe
Nvidia 7600GT
2 gig ram
Sata HDD

All of my drivers are up-to-date. Ideas?
