I think it will depend on how much bandwidth is required for each player for the LAN multiplayer code and if someone can figure out how to create a program that uses it. Gpxpatch was released for GP3 a few years back which provided among other things, the ability to use the LAN multiplayer piece over the Internet via an IP Address, but because of the huge bandwidth requirements for stable game play it was pretty much useless unless you had a very fast cable or T1 connection. I have a DSL connection and was never able to get it to work reliably.
On the other hand, Relay was developed for F12001 and provided great multiplayer support over the internet. As far as Kali is concerned, they went out of business some time ago so hopefully someone out there will be able to come up with something for this game. That all remains to be seen...
