yes it does drop from the last boss in fornost, seen it drop from him once, didn't have a hunter in the group though =( BOA

'tis indeed a rare drop. But Tongannel's Joy is a) a superior weapon (higher max damage a slower speed=much bigger hits, also has a better damage type (only Dragon-kind are weak vs ancient-dwarf, lots of mob types are weak to Beleriand) and is cheaper to repair) and b) much easier to get.
