About the Maclaren, i don't know, but it's not the thing that is signaled in the photo, or is it? I don't know what’s that thing (could anyone explain me that?). Seeing the car in a lowest position, i think the diffuser is a very elaborated. We will see if it works…

The Toro Rosso is more complex than it looks. The Mclaren is from more of a side view so you can see more of the features of it. If you look closely at the Toro Rosso one you'll notice some hidden features.

Back to the original topic, that is Mclaren clawing for down force. If you look at where the exhaust is coming out, they put it directly into the lower wing in back to slightly increase down force. If you look at the back of the Toro Rosso you see a big hole in the middle for the exhaust. On the Mclaren they focus all the air coming out of the exhaust into that little tube which accelerates it over the wing adding down force.
