Well just hit the dizzy heights of level 30 and have received merciful shot, haven't had a chance to use it yet as its maintenance day, but it sounds awesome managed to complete level 30 class quest so I have endurance precision trait slotted so will always have merciful shot available.
Just for the uninitiated Merciful Shot +220 to damage,cd 30 seconds can only be used when target is down below 25% health.
My penetrating shot finishes most mobs off as it does up to 248 or more so god knows what this does.
Is it as good as it seems, what sort of damage can it do?

MS can do %50 more damage when it crits so you may see +400 damage with a crit hit i suppose.Better use this skill on elite duties , fellowship fights and end game solo play for tough mobs considering you ll have more ranged crit stat.

Since book 11 I get regular crits of anything from 1000 to 1500 damage using Celegdur/Bane of Forvengwotsit bow, no other race/class buffs, bow chants etc.
In a nutshell, its a rarely used skilled which costs and does mega damage a lot of the time. I use it frequently since focus isn't an issue with 25% crit chance and "+1 focus on critical hits" trait and I'd encourage you to experiment and find the right time to add this skill into your cycle. Remember you can use intent concentration for instafocus too so if you're in a losing battle aim to get the mob down to 25% hp, hit instafocus and use the nuke... any HP left can usually be chewed up with scourging blow (you already used barbed for the DoT, right?) or any other melee attack. :)

I have critted an Goblin in Misty Mountain for 1590 damage with that shot :D

You can only use it when the enemy is at 25% health you say. That is only partially true. You can only START to use it when the enemy is below 25% health. You CANNOT use it when the enemy is at 0% health, on account of being dead. And it makes little sense to use it when the enemy has lets say 500 morale left.
This leaves a very narrow window to use it in, unless you are facing a big boss. Since by the time you got a boss down that far you will typically be beating to down with rest of your fellowship I find it only rarely usefull, by the time you can start the draw the enemy will be down before you can hit it. And there is little point in doing it all to get the last 3 morale points.
It is a nuke, very powerfull weapon, but rarely usefull. In solo play you will have more time offcourse to use it in, but also typically face enemies with less morale.
It was different before when you could use it 50% health, then it was a standard part of your assault.
Too usefull I guess back then.

I dunno, since all those mobs I face with 4-5k morale on a standard jaunt through Angmar means it's useful when they're down to about 1k. That's too high for any other fast shot to do real damage and they're generally about to lop my head off by that point. All too often it ends the fight instantly, just as they're about to take that first swing at me. ;)

Well I have found it very useful while fighting in a group with no healer, that big nuke helps the champions out fighting Elite trolls and Elite Orcs in Dol Dinen.
The group was 3 x Champion and me 1 x hunter, my fires where put to good use and surprisingly my traps held when we pulled two.

Why? Since the base damage is around 480 I'd say it was perfect... critical hits aren't normal attacks and shouldn't be relied on for the battle strategy (nice when it happens tho, crit heartseeker + crit MS = 4000+ damage from 2 hits. or 5500dmg if you're buffed).
