Any idea what this skill does, as I have it as a passive. It has no description and does nothing that i can see. Any ideas?

Think it allows you to use traps that have been crafted, eg basic bear trap

Yes I believe it's true. I just hit lvl15 and got this skill too.
I have bought one "basic bear trap" for 5 silver or so, quite expensive, so I will wait a little before sing it :).
What I'v heard is that you can use this trap in-fight and that way use it as an last escape option in critical situations.

Ahh thanks. Can i buy these from NPC's or is it a player crafted item?

You can buy it from any hunter trainer or get a weaponsmmith to make it (if he has the right tier level and the recipe)

Yeah if you are smart you will take a Weaponsmith in the Kinship.. Then chain him to a forge and let him work WHOLE week.. :)

so...whats the difference between a hand-wrought trap and the skill 'lay trap'?

The skill "lay trap" is the basic trap you place. I don't use hand wrought traps but I guess that they do more damage then the basic trap that comes with the skill. The reason I don't use hand-wrought traps is because I only want to stop one of the attackers for a while when needed. A basic trap does that just fine for me.
Again, it is just a guess that the damage from a hand-wrought trap is higher.

The main difference is that in later levels, you can buy and use hand made traps that can stop 2 or 3 mobs in the same time. They are called multitraps and I am not sure that you can buy them in vendors. Weaponsmiths can craft them though. They are very handy when you have to fight your way through small groups of mobs.

I've only tried those traps in the beta, where we could afford them, and they worked better than the skill.
I've also been told that you can use them during battle, but I can't confirm this, as I don't remember and I haven't used them yet in the last days at all.
Could someone try them out and let the rest of us know?

Sadly I can't give any definitive answers since the only character I have is a Burlgar and I never did use the traps with my Hunter in Beta but I've been making Bear Traps and Multi Traps for the Hunters in my Kinship and they've said that the Bear Traps can be used in combat and are definitely worth having, not sure about the Multitrap's abilty to use in combat but even if they can only be used before pulling, trapping 2 or more targets is certainly handy. You can also lay these in addition to the basic trap, so you could have a total of 3 traps layed out for that group of mobs.
One thing worth remembering is that these hand-wrought traps can still be "ignored" from time to time by mobs, sometimes they'll run straight through them without getting trapped just the same as they do the standard traps. It's not often, but it happens. Quite expensive to make through (5x coal and 2 or 3xsteel bolts which can both only be bought from vendors).

Tested out the hand wrought traps last night - they indeed can be used in battle. In fact it came in very handy as me and my companion were surprised by a tough elite mob and would surely have died if I hadn't used the trap!
